Governance
The supreme governing body of the federation is the National Farmers Council, constituting 3 delegates per member organisation. These members elect the National Executive Committee headed by the President. The NEC supervises implementation of the policies by the secretariat. Constitutionalism: UNFFE is governed by a constitution “ Memorandum and Articles of Association”, amended in 1998 when former branches became independent entities. It is obligatory that all its members are governed by a constitution. UNFFE Electoral Process UNFFE electoral process from the grass root up to the national level is democratic and done by secret ballot. It starts from parish to sub-country to district up to national level. At parish level member farmers elect by secret ballot an eleven-member executive once in three years. The membership of the executive i.e Parish Executive Committee (PEC) is as follows: Chairman, Vice-Chairman, Secretary General, Treasurer, Publicity Secretary, Youth Secretary, Women Secretary and 4 Committee members. (N.B. Some associations include a disabled person on the committee). At sub-county level, the sub-county Executive Committee (SEC) is elected by delegates drawn from parishes. At district level, the District Executive Ccommittee (DEC) is elected by delegates (3 per parish). At national level, the National Executive Committee (NEC) is elected by secret ballot under the supervision of an officially constituted election commission. The contestants for the eleven positions of NEC submit their applications endorsed by two members at least one week before the election date. The elections are held by delegates drawn from all UNFFE registered members (3 delegates per Association one of whom must be a woman). All the posts are contested and the results announced by the electoral commission. In case of a tie, the voting is repeated. NEC Election Process When elections for NEC are due, the Secretary General writes to all member organisations advising them to conduct elections in their respective associations for the national farmers council. It is these two delegates (one of whom must be a woman) plus the chairman who attend the national farmers council at which elections of the NEC headed by President are held. Election of working committees Working Committees at the national level are not elected. Members of NEC are requested to choose the committee to belong to and each member is allowed to belong to two committees. Executive committee members of a member organisation can be co-opted to the committees.
